The passing of Bill 21 in Quebec has sparked political debate across the country about the Canadian values of multiculturalism.
Over the years, Quebec has utilized two different approaches to addressing diversity: interculturalism and laicity. Bill 21 is an example of laicity, also known as state secularism, in practice.
